* WHAT...Typhoon conditions, including winds of 64 knots or more will
continue through this morning for Guam. Tropical Storm conditons
will continue this morning for Rota.
* WHERE...Guam and Rota Coastal Waters.
* WHEN...Destructive typhoon force winds are occurring in western
waters of Guam, but will decrease as Champi moves farther west out
of the waters. The eye of Champi is now well outside of the coastal
waters to the west. Damaging winds will continue into this
evening, possibly to midnight.
* IMPACTS...Destructive typhoon force and tropical storm force winds
will produce dangerous to deadly seas that could damage, capsize
or sink vessels, along with drastically reducing visibilities in
heavy rain.
* ADDITIONAL DETAILS...Super Typhoon Champi (29W) continues to move
quickly away from the Marianas. Champi passed close to the southern
tip of Guam, less than 10 NM, as a strong Category 4 storm. Champi
is expected to strengthen further as it moves through the
Philippine Sea, possibly becoming a Category 5 super typhoon. Seas
are expected to remain hazardous through at least tonight, with
significant sea heights as high as 24 feet over western waters,
closest to Champi. Dangerous sea conditions may continue into
Monday.

Internet connectivity at the time
Internet connectivity in United States dropped 11 minutes after this event, and stayed disrupted for about 1 hour.
From 18 Oct 2026 00:00 UTC to 18 Oct 2026 01:00 UTC. Detected by active probing — networks that stopped answering.
Internet outages have many causes — damaged cables, power failures, network maintenance and deliberate shutdowns among them. IODA detects the loss of connectivity and does not attribute it to anything. This is shown because it happened at the same time, not because one caused the other.
Measured by IODA, Georgia Institute of Technology.
